Owner Incentives

Housing authorities run owner incentive programs. Most owners either do not know they exist or never file for them, which is the same thing as not having them.

The categories that generally exist

Across housing authority programs, owner incentives generally fall into a few recognizable shapes:

  • Damage mitigation — assistance with tenant-caused damage beyond the security deposit, usually capped and usually requiring documentation and a claim within a defined window.
  • Vacancy loss — assistance where a unit sits vacant in defined circumstances, typically capped by reference to contract rent.
  • Security deposit assistance — help for the tenant at move-in, which reduces the barrier to placing them.
  • Sign-on or retention payments — used at times to attract owners into the program, often targeted at particular areas.
Why there are no dollar figures on this page. Incentive programs are set locally, they are funded annually, and both the amounts and the rules change. We have seen materials circulating with figures that no longer match current documentation — and the shapes differ too: some describe vacancy loss capped at a month's contract rent, others describe damage claims as the lesser of repair cost or a multiple of rent less the deposit. Those are not the same thing.

A wrong incentive number is the fastest way to lose an owner's trust in the first meeting. So we verify the current figures directly with the authority for your specific situation rather than printing a number here that might be a year out of date.

The part that actually determines whether you get paid

Every one of these programs runs on documentation and deadlines. A damage claim without a dated move-in condition report and photographs is very difficult to substantiate. A claim filed after the window has closed is simply not paid.

This is unglamorous and it is exactly where a manager earns the fee: the move-in report was done properly, the photographs exist, and the claim goes in on time.

Common questions

Which incentives am I eligible for?

It depends on the authority, the property and the circumstances. We check the current programs for your authority and tell you which apply rather than promising anything in advance.

Why will you not tell me the amounts?

Because they change and they differ by authority, and an out-of-date figure on a website is worse than none. We will pull the current numbers for your specific property.

Do these make voucher tenancies worth it on their own?

No, and we would be skeptical of anyone who said so. The durable advantages are the direct payment of the larger share of rent and the depth of tenant demand. Incentives are a useful addition, not the reason to do it.
