Houston Housing Authority (HHA)

HHA administers the Housing Choice Voucher program inside Houston city limits. Here is what an owner actually deals with, in the order they deal with it.

Who HHA covers, and who it does not

The Houston Housing Authority administers vouchers for properties inside City of Houston limits. This is the single most common point of confusion for owners, because a great deal of what people call “Houston” is not in the city.

A property in Cypress, Humble or much of Spring sits in unincorporated Harris County and runs through the Harris County Housing Authority instead. Fort Bend and Montgomery County properties deal with their own authorities again. Different office, different inspector, different paperwork — and starting with the wrong one costs weeks.

What actually happens, step by step

  1. A voucher holder applies to your listed property. You screen them against your written criteria exactly as you would any applicant — noting that the income test should be applied to the tenant portion, not the full rent.
  2. Request for tenancy approval. The paperwork goes to the authority proposing the rent and the terms.
  3. Rent reasonableness. The authority checks the proposed rent against comparable unassisted units. It will not approve a rent materially above market simply because a voucher is paying it.
  4. Inspection. The unit must pass before any payment begins. See the HQS and NSPIRE page — this is the step that most often delays a tenancy.
  5. HAP contract executed between the owner and the authority, alongside the lease between owner and tenant. Two documents, two relationships.
  6. Payments begin. The authority pays its share directly on schedule. The tenant pays their portion to you.
  7. Annual recertification and reinspection thereafter.

The part owners underestimate

None of the above is difficult. It is simply administrative, and it runs on the authority's timeline rather than yours. An owner managing one property while holding down a job will find the inspection scheduling and the recertification paperwork genuinely irritating. A manager who does this every week finds it routine.

That gap is the entire reason most Houston management firms decline voucher business, and the entire reason this is the part of the market we went after.

Getting on the landlord liaison list. HHA runs landlord orientation sessions for owners and property managers. Attending them and being known to the landlord liaison team matters, because the authority then has somewhere to point owners who are struggling.

Common questions

Does HHA pay the rent directly to me?

The authority pays its share — usually the larger share — directly to the owner on schedule under the HAP contract. The tenant pays their portion to you separately.

Can I charge more than the payment standard?

The payment standard caps the authority's subsidy calculation, and rent reasonableness caps what will be approved at all. See the payment standards page for how the two interact.

How long does it take to get a voucher tenant in?

The variable is almost always the inspection: whether the unit passes first time. A unit prepared properly beforehand moves considerably faster than one that fails and needs a re-inspection scheduled.

What if my property is not inside Houston city limits?

Then HHA is not your authority. Check the address against the county and city boundary first — Cypress, Humble and much of Spring are unincorporated Harris County.
